The second workshop will focus on certain new uses the Board of Supervisors added to the project scope in November 2020 (incidental food service, cooking classes, and farm-to-table dinners), consider potential options to allow these uses on AG-II lands, and discuss Environmental Health requirements with County Environmental Health Services staff. A third workshop is anticipated for late summer 2021.

Description

The Agricultural Enterprise Ordinance will amend the County Land Use and Development Code (LUDC) and the Coastal Zoning Ordinance (Article II) to:  (1) identify and allow certain compatible small-scale uses that would support and encourage the continuation of farming and ranching on agricultural lands countywide, and (2) revise and/or develop permit requirements to allow these uses. Depending on the size and intensity of the use and compliance with development standards, some uses might be allowed without a permit (exempt), or allowed with a Zoning Clearance or Land Use/Coastal Development Permit (tiered permitting). These uses, if larger or more intensive, might also be allowed with a Conditional Use Permit.

On November 17, 2020, Planning and Development Department staff briefed the Board of Supervisors regarding the project scope of work and options for potentially expanding the scope. The Board directed staff to moderately expand the scope of the project by including several additional small-scale uses (Option 2) (Board Letter and attachments available  here).

The project includes the small-scale agricultural, supportive, and recreational uses that were adopted into the Gaviota Coast Plan, and will evaluate the appropriateness of these uses and permit requirements for inclusion in the AG-II zone countywide. These uses include:

 

  • Aquaponics (closed system aquaculture)
  • Agricultural Processing (beyond raw state, such as olive pressing)
  • Composting
  • Tree Nut Hulling
  • Firewood Processing & Sales
  • Small-Scale Campground
  • Lumber Processing, Milling
  • Fishing Operation
  • Farmstand
  • Horseback Riding
  • Agricultural Product Preparation (such as drying, freezing, packaging)
  

 

The project will also study and develop permitting requirements for the following additional uses, as directed by the Board of Supervisors:

 

  • Incidental Food Service
  • Other Small-Scale Events
  • Small Scale Farm-to-Table Dinners 
  • Educational Opportunities
  • Cooking Classes 
  

Small scale uses allowed with lower tiered permits must be incidental to and supportive of the ongoing primary agricultural use of the property including crop cultivation, ranching/grazing, or other agricultural land use. The new supportive uses are intended to broaden the economic base for farmers and ranchers by allowing incidental small-scale and compatible enterprises where feasible and appropriate.

Tri-County Regional Energy Network Listening Sessions

We invite Chamber membership to attend a series of Listening Sessions being hosted by the Tri-County Regional Energy Network (3C-REN).  3C-REN is a partnership between San Luis Obispo, Santa Barbara and Ventura Counties that provides local energy efficiency programs that save energy, strengthen job markets, and help achieve climate goals. 3C-REN is preparing a new 8-year business plan to guide its portfolio of energy efficiency programs from 2024-2032.  The last $50M business plan established free energy code and workforce development services as well as a direct energy-savings program for households. See attached program highlights to-date.

As we develop the new business plan, 3C-REN is seeking input from key community stakeholders through a series of topical listening sessions with small groups. These sessions will be short, one-hour, interactive and virtual meetings with 8-15 people that will allow you to share your thoughts, insights, concerns, and ideas with the project team. We have a session specifically for the commercial sector and sessions that specifically focus on workforce, agriculture and residential sectors.  We also have a few general sessions for people who might not be able to attend a specific sector’s session. 

You bring a unique perspective, set of knowledge, and skills to the discussion and we would greatly appreciate your insight. See dates and links to register below.

2021 Congressional App Challenge

I am pleased to announce the 2021 Congressional App Challenge! I hope this opportunity sparks enthusiasm for coding and a passion for problem solving in all participants. 

 

Officially launched by the U.S. House of Representatives in 2015, this nationwide competition encourages middle and high school student STEM engagement. Participants are invited to create an application or “app,” for desktop/PC, web, tablet, mobile, or other devices. A winner from the 24th Congressional District, chosen by a panel of expert judges, will be featured on the Congressional App Challenge website, and the winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.

The Congressional App Challenge is open to all middle and high school students in California’s 24th Congressional District. Students may register as individuals or as teams of up to four. No more than four students are allowed to form a team. If competing as a team, at least half of the teammates must be eligible to compete in the district in which they are participating in.

 

Registration is now open for interested participants. Students entering the competition must submit their app to CongressionalAppChallenge.us by Nov. 1, 2021. 

 

This is the perfect opportunity for Central Coast students to harness twenty-first century programming and technology to showcase their talent, skill, and vision. Whether you are an aspiring programmer or enjoy coding for fun, I welcome all students to submit an app!
